Smart Start Communication – Quarantine Information – Specific to K-12 Education Environments

The Natrona County School District is monitoring the state of public health in our district and will report on the COVID-19 Community Information Dashboard, daily at 3 PM (M-F), updates of CNCHD confirmed positive cases of COVID-19 within schools/facilities. Starting October 2nd, 2020, we will begin reporting, weekly, the current number of students and staff in quarantine as directed by the Casper-Natrona County Health Department or healthcare provider.

The Natrona County School District and the Casper-Natrona County Health Department are committed to the timely, consistent, and transparent dissemination public information by following applicable laws on disclosure and under the Family Educational Rights and Privacy Act of 1974 (FERPA) and Health Insurance Portability and Accountability Act of 1996 (HIPAA). We are committed to efficiently reporting relevant COVID-19 data in schools/district facilities to support the need for public information and transparency while ensuring we are protecting student and staff privacy.

Once a positive test is confirmed by the Casper-Natrona County Health Department:

  • An initial notification (letter/email/phone call) is sent by the Casper-Natrona County Health Department to directly impacted individuals. Please ensure your contact information is correct in Campus Parent Portal.
  • The Casper-Natrona County Health Department is responsible for contacting individuals directly impacted by a known COVID-19 positive in Natrona County, as identified through their investigative contact tracing process.
  • The Natrona County School District does not contact trace for close contacts, test students for COVID-19, or have the authority to quarantine or isolate individuals as related to COVID-19.
  • The NCSD public information dashboard will be updated by NCSD daily Monday through Friday.

The Natrona County School District will provide updates, as applicable, of CNCHD confirmed positive cases of COVID-19 within schools/facilities. We will share the number of confirmed positive cases, the school/location, and the date the confirmed positive was reported to NCSD by CNCHD. We will share if the individual is a student or staff member, as long as identification falls within the aggregated reporting requirements of FERPA. If at any time, the disclosure of information could allow for the identification of a specific individual, the information will not be released. 

Contact Tracing Quarantine Information – Specific to K-12 Education Environments 

Under the guidance of the Wyoming Department of Health, it has been identified that as long as all students/staff members were wearing masks during the entirety of the exposure window within a school setting, those within 6ft of a known COVID-19 positive are no longer required to quarantine. If it is determined that masks were not worn and social distancing was unable to occur, the Casper-Natrona County Health Department may still require quarantine. 

Individuals may still be placed in quarantine as a result of exposure to COVID-19 outside of the school environment, if they have symptoms of COVID-19, and/or any other reason as identified by the Casper-Natrona County Health Department. 

Known COVID-19 positives will still remain in isolation as directed by Casper-Natrona County Health Department. 

If your student is required by the Casper-Natrona County Health Department or healthcare provider to isolate or quarantine, the Natrona County School District will provide remote learning and instruction. If you are a staff member and are identified by Casper-Natrona County Health Department or healthcare provider as a required quarantine or isolation, please contact your direct supervisor or Associate Superintendent of Human Resources and District Services, Verba Echols, for assistance. 

The authorizing and directing agency for student/staff quarantine or isolation is the appropriate health officials at the Casper-Natrona County Health Department. If you receive a phone call/message from the Casper-Natrona County Health Department, please contact them back to avoid delays in the contact tracing process.
