CIC Assumes Leadership Role on Accountability

The Compact Issues Committee (CIC), which is comprised of the NCSD Board of Trustees and representatives from all NCSD recognized employee organizations*, met Monday for its final meeting of the school year.
For the last few years, the district and CIC have been working on an employee evaluation system as a key component of the district's comprehensive education accountability program. Staff accountability was one of the biggest items that came up for discussion at Monday's meeting. Using the district's systemic continuous improvement model, CIC reached consensus on a conceptual plan providing that if a district employee is documented as underperforming, one of the consequences will be to delay movement on the underperforming employee's salary schedule. As the employee moves to proficiency status, he or she would have the ability to regain good standing. The District Evaluation Committee was assigned responsibility for the development of a comprehensive plan, which will be presented to CIC this fall for discussion and approval.
Please note that this is a conceptual plan; details have yet to be determined by the District Evaluation Committee. However, to meet the requirements of adequate and proper notice, the final plan will be effective at the beginning of the 2013-14 school year for any employee deemed underperforming by the end of the 2012-13 school year.
“If you are underperforming at the end of this school year,” Superintendent Joel Dvorak said, “this will impact you with respect to your salary schedule not this coming school year, but the next.”
Also Monday, CIC members heard an update on the recent board budget meetings and reviewed measures taken to balance the budget. The Cocurricular Committee continues to work on equity, fairness, and transition issues in support of the district's cocurricular leaders, and especially, its students. CIC members authorized the CIC Ad Hoc Child Care Committee to continue its work. CIC approved moving forward on seven, certified non-classroom evaluation instruments for submission to the Wyoming Department of Education (certified non-classroom positions are: certified librarians, counselors, tutors, instructional facilitators, nurses, special education non-classroom staff, and social workers). Updates were made to the NCAESS and SEIO work agreements and the Teacher Employment Document to align them with current practice. Finally, the former Parent-Community Advisory Council officially had its name changed to Connections in the Compact.
