Board of Trustees Meeting Report – September 11, 2017

District Strategic Plan Quarterly Report
The Trustees received the second of two reports on the Fourth Quarter Strategic Plan Update. The trustees heard reports on NWEA Math Assessments and math results from the district’s assessment system. They also received glowing reports regarding data towards NCSD’s goal of having 80% overall satisfaction from annual climate surveys. Human Resources Executive Director Mike Jennings reported that data from both the AdvancEd Annual Survey and the year-round Central Services Satisfaction Survey are showing results well over the 80% target mark. Board Policy Discussion Regarding Student Drug Use
During the Work Session Trustee Dana Howie, chair of the Board’s Policy Committee, brought forward a discussion regarding student drug use. Last school year the Policy Committee was approached by concerned parents who proposed a random drug test policy be implemented for those students participating in activities. Parents of students not in activities would also be able to sign up their child for random testing in the proposal. The conversation continued on September 11. Three community members attended and spoke in favor of implementing a drug testing policy. They believed the possibility of a drug test would serve as a preventative measure for students. They also spoke of the ease in acquiring and using drugs, particularly those containing tetrahydrocannabinol (THC), the chemical compound in marijuana and other similar products.
Board members acknowledged these concerns and raised their own concerns about the legality and cost of testing. They also asked for more information on drug testing policies that have been implemented at other districts, and the data surrounding their effectiveness. Trustees also stressed the need for drug/alcohol education programs for students and staff. Next, the Board will look at strengthening the existing Student Code of Conduct and will seek information on successful drug education programs.

  • Trustees adopted revisions to Board Policy 4119 – Reduction in Force upon second reading. The revised policy can be viewed here.
  • Trustees approved the Certified and Classified Personnel Report.
  • The next scheduled Board meeting will be held on September 25 at 7:30 p.m. at Journey Elementary School (2401 Hickory St., Casper). A celebration of the new Journey Elementary building will be held prior to the meeting.
